One electric boiler requests water which is needed to kickstart steam production. No additional water is needed after that.

The fuel gas to diesel cracking plants are paused until the initial steam buffers fill up (after about 6 months, which requires burning excess hydrogen and fuel gas). Once the buffers are full, you can unpause the cracking plants and the refinery will provide 432 diesel per month.

The desalinator is utilized less than half of the time, which means one seawater pump and liquid dump should be able to supply two of these refineries.

Co2 and Sulfur are discarded, but can also be extracted as output. The smokestack and burners can be replaced with storage.
