One cooling tower a turbine to delay water delivery for water return loop to have time to unjam or unflood and process between storages. For low pressure turbines disable auto-balance when low pressure storage is charged or based on needs keep auto-on to promote extra water. Turbine train and shaft is maxed out at 72. Low pressure steam for scrubber sunk into low pressure steam storage decoupled from main low pressure line converging with a connector. Makes a bit of excess water when fully running. Power plant is ramp. Do not upgrade the tear I turbines on the high pressure thermal storage or main high pressure turbine train. As the system would unbalance.
Upgradeable with extra thermal storages piped into main line replacing coal boilers. If coal boilers removed for thermal storages and electric boilers for a solar power to heat system. Remove the scrubber or find another form of exhaust. Removing the solid fuel boilers for reactor optional. As Peaker boilers boilers off set lots to thermal storage but could back up the reactor. But you could keep a red line reactor stable so long as there is 386 water delivered for cooling and steam could exit the reactor to go somewhere.
