CTTW Nuclear Power Tiers 1+2

Updated: Previous version had disappearing pipes when placing the blueprint, new pipe positioning removes this problem. Compact nuclear power built for tier 1 and 2 reactors. Tier 1 reactors only need 3 power rows. Steam recycling is cooling tower based.
