It may be intentional, but it's not explained:

When researching for ships or vehicle or trains pollution, if there is no research set after, it will research on a loop and never stop.

It could be a cool feature to activate on purpose, but it would be beter with a switch for the player to activate the loop, as it will use resources. The loop would be best for all three or any of our …
