Allow us to create trains that work with surplus power, it is usefull in maps where all electricity is from solar panels

Currently it does not work, i can't queue few infinity techs.

Sometimes the stacker tower shows "Extension blocked" but i can place it manually. sometimes it unstucks itself but sometimes it does not.
