Adds wind turbines to game, that can work as additional clean but not cheap energy source to early game and as a combination for solar panels.

Tiers:

T1 - 100 kW - 24 metres tall with 6 metres radius
T2 - 1.8 MW - 70 metres tall with 36 metres radius

(NOTE: please check your game version before downloading, the latest version that is under download button, is for latest experimental not latest stable game)
