Increase Sea Water Pump / Liquid Dump speed to max pipe speed

In my experience mid game town size and power generation capacities are mainly limited by coastal space, as the many desal. plant use lots of pumps and brine dumps that have to be spaced quite generously.
I feel like dumping and ocean water should be quite freely available resources.
Therefore I think increasing per pump/dump output/input would help great lenghts with this Problem.

Second this, there's really no reason the dump shouldn't operate at whatever speed the pipe is capable of supplying. Although for progression purposes, i would understand if they did a T2/T3 dump instead.
