Production limitation

Limit the production process so that warehouses are not overcrowded with products. Add a limiter of the number of pieces produced in individual factories to 1/4, 1/2 and 3/4 of the total number.
For example:
Household goods produce 32 pieces (60⌚), but the consumption of the population is 48, so I will build two factories, where one will produce 32 pieces and I will limit the other to 1/2 production and will produce 16 pieces. When the population grows, I will increase its production.
