Button to send next available truck here immediately

Create a button in the building UI, construction UI, and deconstruction UI that will assign the next available truck to that job. This action will ignore the current priority hierarchy placing this job at the top of the pending jobs list. Each subsequent button press can call over an additional truck with the UI stating X number of trucks working on current job.
