Priority overlay

add an overlay for priority, to see what industry has what priority, or a simple resetbutton to sett all industries back to priority 9
since that is what always makes the truck congest,

I really like this overlay idea, maybe not the reseting. It would be really useful when rebuilding/upgrading the factory, or just generally be able to see the big picture, able to make small changes, etc.
