Artificial Oil Synthesis

Basic idea here is this: mix some sort of water or brine with coal to get an additional, on-island, infinite source of oil, albeit more expensive and locked behind later tech; this would be remarkably useful in a pinch if something goes wrong with supply lines regarding oil rigs and what-have-you.

I think the main use case for this is fueling trucks, and there's already a way to do that using on-Island resources: biofuel.
