In my opinion, when you are near the late game, you are constantly hurting for unity. You need to import most resources which costs unity. I am having to aggressively transition out of coal because I cannot afford to import coal + rock + limestone + water + wood + uranium, but I'm finding that the other fuel sources aren't nearly as good and reliable as coal. It's a juggling act which is increasingly becoming impossible for me. It's probably possible to manage these things if you are super hardcore, but in my opinion, the margin for managing unity for imports is razor thin. It would make the game a bit more enjoyable if you could lessen the pain of transitioning to imports.
I am providing my settlement with goods, healthcare, multiple food types, water, sewage removal, waste removal, etc, so there's no problem there. I'm also using the unity boost edicts (without these it'd be game over for me), although I can't afford to leave the increased consumption of household goods edict.
