Prioritize tree harvesting zones

When my tree harvesters go for fuel, they often go somewhere other than where I want them to. When that happens, it forces me to micromanage harvesting. I'd rather have an ability to set priority on harvesting zones so my harvesters clear areas I want them to clear earlier than other areas.
