"Harvest Only" mode/designation for Forestry Control Towers

Now that Forestry Control Towers can have "export routes", it can make sense to set a temporary up with some wood storage near an area you want to clear, and harvest the pre-placed trees that way rather than via the Harvest tool.
However, if there are any "free" tree planters in existence they will immediately go plant saplings there. It would be nice to be able to explicitly say "no this area is for harvest only" rather than needing to avoid ever having an unassigned tree planter.
If you made it an alternative forestry designation, that would also make it easy to adjust the size/shape of existing forestry managed areas without leaving a bunch of orphaned saplings behind.
