Some sort of a Test Map/Lab

I think it would be quite helpful to have some sort of a test map or lab. Something where we have access to all parts and buildings, so that we can experiment with different types of builds, and layouts. Maybe have adjustable settings for the test map/lab, so that we can customize the test to current needs(population count, weather,etc...)
Could even do some sort of a mining/dumping test in the lab, to see how long it would take to mine out an area or fill in the ocean to create a pier for more cargo docks
