If the blueprint has a higher tier structure (assembler) or transport (belt, pipe) than currently available, the highest possible tier should be placed.
When later the same blueprint is placed over the same area, the higher tier overlapping structures would cause the upgrade.
That way it would be possible to have a single blueprint from late game usable for incremental updates.
