Add a new overlay to layers menu, which shows priorities

If youve been tweaking the employment priorities for buildings, or the prioritiy of resources, its very easy to lose track of it all since theres very little visibility to it
A new layer would really help with this, particularly important when your workers leave in droves due some mismanagement you did
