Currently, food needs are fixed in a settlement. If we have 4 farms for a food, and if there's a small surplus, it either sits in storage, or a overflow handling for that food is required (like being made into animal feed). But the fact is that the deterministic behavior of a product is lost.
Meaning, if we expand colony further, the overflow reduces or the farms give a deficit. It will be good to have a floating food consumption which gives unity based on a median consumption, and going above that gives more unity. Basically, make the manual setting of +25 or +50% food consumption in Captain's office an automatic one (and also the -20% or -30% reduced consumption).
This method ensures we focus on food and overflows with food production is made simplified

Basically, have the unity bonus edicts kick in and turn off automatically. Nice idea!
