Allow Placing Blueprints With Unresearched Tech

Currently you cannot select a blueprint from your blueprint library that has any unresearched tech in it. It would be really nice if we could just place the blueprint anyways with the unresearched buildings remaining in Planned mode or just not placed at all.

Should at least be able to place the ghosts of these items.

A ghost would be preferrable, but I would second this even if it meant that locked components would not be placed.
IF ghosts would be allowed, it would be great if they would be available in normal planning also (not just blueprints).
