Make Vehicle Pausing Easier

Sometimes its tough to have an "ideal" number of vehicles, and idle vehicles are consuming maintenance and fuel. I'd like, perhaps from the "Vehicle Management" window, the ability to add/remove vehicles from the "pause" state so that they consume no fuel/maintenance and free up the worker, but are just at the ready.
Alternately, have a vehicle storage depot that can hold a certain number of vehicles on standby, with assignments similar to Mine Control Towers. Perhaps the Storage Depot could have fuel piped in or stored there to fuel up vehicles on standby. It could look like a large garage with a similar model to the Vehicle Depot.
