Nuclear Reactor 1 should tell you the upgrade cost while it's running.

So right now, in order to know the upgrade cost of the nuclear reactor, you have to turn it off first. That seems a bit strange. Since I'd like to know how much that it costs to upgrade before I turn it off. It doesn't feel like it makes a lot of sense.
