Give the blueprint site a sort by tier menu

A lot of the blueprint designs assume you have unlocked everything already and can build giant structures right away. I want to be able to sort blueprints that only have parts up to one of the various milestone research projects. The milestone ones being those solitary research projects that let you research the next batch of things.

I forgot to tag the suggestion. Could the person reviewing this add them please?
