Highway Maintenance Depo

This would be a single building about the same size as the vehicle depo 2 or 3, But it would generate some Bonuses like the Captains office. Feed in Tier 1 & 2 maintenance item's get scrap & slag out, For a passive 5% bonus to Vehicle Fuel saving / maintenance and overload capacity. Which will stack with the edicts from the Captains office. Must always have input's to get Bonuses.
