Add toggle to Mining Tower for dumping designation completion

Just add a way to have a notification if there are no more dumping spots, like it does for mining. Could just have a toggle like the storage units do

Already exists in game, although it seems to be a bit broken for me.
In the General Vehicles tab, there are options to set an alert when items cannot be dumped.
Also, search in the Steam forums with the text 'dumping alert' to get more information on this.

With the New Construction Zones the alerts for dumping need to be tied to the zone not the towers. Because the trucks can now be attached to a zone and not towers there is a need to make a change to the alerts.
