It would be nice if we could give some buildings like the large crusher operation conditions like "only operate when at least filled to 50%" or something like that.
While I can see the need of it to run all the time in some situations or setups, I'm not really keen on the idea of it wasting 1,2 MW on a handfull rocks instead of waiting until it's filled to a certain percentage.

What does "handful of rocks" mean? Like any machine, it only operates when it has a full input (72 ore, for example). It can't run if it only has 50% of its input. The behavior you've described is impossible.
