Dumping Routes, Designate dumping zone/zones for mining towers.

Add an option on mining towers to select a dumping designation that it will send all dump-able products too. Similar to Import and Export routes, "Dump Routes" could be added too the UI similar to the attached image i mocked up.

It has come to my attention that you can do this with the export routes by directly exporting too another tower. (Thanks to kipbo on discord for pointing that out to me)

So I've found that when it cant reserve a spot to dump they will dump in another zone, this is where i think forcing it to dump in designated zones would come in useful so they will only dump in that zone and no others.
