Energy consumption with unity

Currently if you use unity booster it doesn't get a negative modifier if you dont have enough energy, but the building itself still counts toward the energy consumption on the grid, would be nice if using unity booster would alter the energy consumption on the grid as well as just negating any negative modifiers (for example half the energy consumption on the grid, makes boosting copper production a lot more usefull when you have energy problems) :)
