More trade options and Settlement Rep levels

I would like to see more settlement rep levels. This would eventually unlock more contract and quick trade options. Late game, if I want to specialize in diesel production, I should be able to trade it for something other than gold. The gameplay loop is as you expand your research base and productions, settlements " grow" with you, needing different goods that they can't "produce".
For example a settlement has specialized in nuclear power, but has run out of storage, so you have to research a special tech to transport nuclear waste to your island. But you would also get a contract from that settlement for just absolutely CHEAP refined metals, because they are using all that power for arc furnaces. And these special contracts have bonuses. You would take the contract to buy waste for iron ore, and then you would also get a contract for retired waste/core fuel that you reprocessed for massive amounts of iron/stee/copper plates. But you have to invest a ton to get to that point.
