I'd like the world-map Settlements to grow alongside you. Right now each place acts more like an ATM- click button, get goods. Click button, open contract. Yawns.
I propose each settlement grows with you, and may even cooperate directly via live events (can be toggled as a game setting). Primarily these events pay Reputation (remade as a 0-100 scale), but also contribute to the Settlement's Tech Stage (0-5, roughly equal to that level of our lab-tech requirements).
Frequently trading with a settlement causes them to grow faster. They may also send requests when things 'go wrong', in all the ways that they can for players (each flavor of death spiral). A request might be a bulk order of something, a loan (maybe of some trucks?), or they even might ask to take out loans from you and pay interest.
These requests can be 'haggled' with Unity, either for better profit or to modify terms (change a bulk-order to a pay-over-time, etc).
Maybe they even want a warship to cover them for a bit!
World Map settlement cooperation
Possible events:
1) Emergency supplies - pays out a lot of rep if it can be filled quickly and can later trigger #6
2) Trade deal - As if they had clicked a hypothetical 'quick trade' or 'loan' button, though we have the option to decline of course
3) Vehicle loans- 1-6 vehicles leave the island for a year, then come back (inc. cargo ship(s)?), or as a sale
4) Pirate deterrence: Main ship leaves for a year or two, and comes back unharmed
5) Pirate confrontation: Main ship leaves for a year or two, and has a battle or two (better pay for winning, obviously)
6) Bountiful output: High reputation settlements might just send you supplies for free (like how we Donate to settlements now)
7) I'm Teching Up: A unique event to aid a settlement gaining a tech level. Auto-succeeds on its own after a while, but you can help for a rep boost - this mostly is a notification that a settlement is about to tech up
