Remove "Buffer Closed" Time For Loans In Trading Dock

If you have any outstanding loans, it would be much more convenient to be able to load the next loan payment at any time. Ideally, when a payment is made, any material in the buffer would be consumed and then the buffer would immediately re-open for the next loan payment, even if it's 12 months away.
