Ash from Incinerator and Coal Boiler

For the sake of realism the coal boiler and incinerator buildings should produce ash as a byproduct. Perhaps it could be used in a new alternate recipe for concrete or dumped with a landfill pollution penalty. Maybe a new slag recipe or contract to get rid of ash continuously like how sulfur is handled.
