Every politician is concerned about it. Education buildings: elementary, middle, and high school. Their construction generates a plus to production and research. and would need an extra industry for school supplies: graphite, wood, paper, plastic and steel. In the technology tree, they would need home furnishings, consumer electronics.
Educación.
How I see it:
Facilities now could have a requirement of different tiers of manpower.
Like, tier 1 = worker
tier 2 = clerk or manager
tier 3 = ingeneer
tier 4 = more qualified engineer etc.
More advanced facilities would require more qualified workers, aswell some regular workers.
Population of settlement also consists of these separate values of manpower.
Educaton buildings also having tiers.
Each edu building gradually converts previous tier manpower into next one.
Each edu building has limited number of population which it can supply with education, for example 200 people.
More population - more educational buildings needed to keep up.
With full supply, conversion rate would be maxed, and additional buildings would not contribute.
With lesser supply, conversion rate decreases.
With very low to no supply, it is reversed conversion. Decreasing of numbers of more qualified workers.
