What i think would make the thermal storage insanely more useful is the ability to exchange steam, so for example you input low steam and turn it into heat then when you get to a certain amount of heat you can use it to make high or even super steam for things like power or mainly hydrogen.
Thermal storage steam exhange.
This, or a separate Steam Compressor building, which could e.g. convert 12 Low Steam -> 3 High Steam + 9 Depleted Steam.
The problem is you cannot simply make hotter steam from low-temp material - you can use some variants (like in refrigerators), but that would require a lot of energy for that.
But it still could be worth to be able to output lower-temp steam from higher temp (like inputing super steam and outputing high steam for many buildings).
Steam pressure control valves and de-superheaters in tandem are used in many industrial manufacturing facilities.
Actually we can made this with manual recipe change and pause export steam tube, but automatic why not?
There are some suggestion: multiple steam feed, we can on and off like recipe to other machine; output steam no need to be same as feed.
