There should be an edict to increase the speed of trucks at the expense of fuel and maintenance (and perhaps population growth due to accidents).
For example "Relaxed Speed Limits" -1 Unity; Vehicles are 25% faster but require 20% more maintenance and fuel. -0.5% population growth.
