The island/people survived the almost-end of the world, i think they'd be inclined to build a bunker or 10 on the island to help the next one. Or at least make hurricanes more manageable... The Bunkers could require tech levels to build types/depths and require different mats during construction from maintenance mats after for upkeep. Don't need to create a whole bunker builder, just make it reserve a portion underground and allow the entrance/exits to be placed as needed.
