Currently, there is nothing that takes advantage of high altitude terrain, and hence there is a tendency among players to "flatten the map". To introduce something that would take advantage of high altitude would add a dimension to terraforming not previously encountered.
Typical buildings that would benefit from high altitude would be 1. Coffee beans. They could require a minimum altitude of +3.0 to grow and increase in growth rate up to some limit (e.g. +8.0). 2. Observatory. Required for advanced Space Age research. Requires a minimum altitude of +5.0. 3. Solar Panels. Efficiency increased by 1% for each +1.0 level.

Surviving Mars gives a bonus to Wind Turbines built at higher-than-baseline altitude. That'd make a lot of sense to also do, if adding altitude effects to CoI.
This isn't very realistic with solar panels, however, it could be with wind power plants.
