Burning excess hydrogen is unlocked too late in the game

Currently you can end up in a situation where excess hydrogen can stop production. Seems like the research to burn hydrogen with a flare is hidden inside "Electrolysis", but I think it should also be in "Reforming & Cracking" or earlier, because player can unlock those first and build oil setup towards endgame and end up where I am now. It's also confusing that the research for burning hydrogen does not show in the research tree.
