My use case, I have a buffer area for dirt used for the new contract dirt to fuel gas (then cracking to diesel and water).
Seeing the mining tower give a warning when I don't want it is annoying. Especially so, when this warning is normally really important. Further, the warning does not say which tower has no available designations which means it must be checked out - or I'll run out of coal or something else important.
Yes, I can change my design to buffer dirt in storage but this would not typically be how it is done in real life.
