Train operation improvement: Empty excess on arrival, or don't load, if destination x% full
It would be nice if we could tell a train line to either not load cargo based on destination's % fill level, or if it already has cargo that cannot be received because the target is still full after X time that it would empty cargo so that it could load new cargo
