Need a valve that waits for amount of fluid inside a tank. If the amount comes equal or higher than set, the valve switched to state open and passes all liquid to "output port". If the amount rearched zero(even one time), valve comes to closed state and waits for set amount. The valve is needed to collect steam from some buildings output ports and when collected enough steam passes it to turbine(alternators).

What is the use case for this mechanic?
You say "The valve is needed to collect steam..." but why do you want to wait for a fixed amount of a fluid/gas resource before sending it elsewhere?
