A dump of waste a long, long way from your town and factory should have less impact on polution than a dump next to polution centers.
In the early-mid game it is common to burn waste right next to the town. Now, with trains, we could easily move the burning zone to be the 20km away.
A dump of sour water into the sea at the other side of the map should have little impact on polution at the factory and town. It's not nice for the fishing industry and wildlife but you get my point.
