Train configuration Options

More configuration options for trains
Only leave a station if all cars are full, or specific cars are full (as trains often leave half full)
Station priority within a group, ex. ignore distance go to station with higher priority first when choosing destination. ex. want them to take sulfur from Sour water stripping or exhaust scrubbing first, then from imports.
option to only Path to a station, if there is a valid station to path to after it. This would keep trains sitting at fuel stations waiting for a destination station. (alternative would be a rework of how fuel stations work, where they are not in the route, but instead trains just automatically divert to the nearest fuel station when their fuel gets below a set threshold, still reserving their original destination. I mean you would probably leave the existing system, just this would be a new configuration option)

also an option to force to wait until all cars are emptied, as sometimes only one module is unloading due to low demand, so only 2 cars in a 8 car train get emptied.
