Heavy Oil option for Steam Locomotive

WHAT
Allow building oil-fired steam locomotives. Instead of coal, the locomotive consumes heavy oil.
WHY
Until the player has a steady supply of hydrogen or progresses into mid-late game with Tier IV research, heavy oil's primary use is to be burned for fuel in power stations or cargo ships. In my playthroughs, flare a lot of heavy oil, and oil-fired locomotives would give me a use for what is otherwise useless heavy oil.
BACKGROUND
Many railways in the United States built locomotives and infrastructure to burn Bunker C oil. The Union Pacific, Southern Pacific, Great Northern, Santa Fe, SP&S, and many smaller railways used oil as their primary fuel source. Oil-burning locomotives differ from coal-burning locomotives in two ways. Oil-fired engines have atomizers in their firebox instead of a coal grate, and the tenders have an oil tank instead of a coal hopper. Switching between coal and oil is possible, but requires an overhaul of the locomotive and tender.
