Recyclable Trade & Contracts

WHAT: Add contracts that imports recyclables and exports some finished product or steel/copper.
WHY: It somewhat does make sense, A settlement outsourcing the recycling capabilities to the captain. It would offer another unique way of sourcing additional raw materials. But mostly I think it's just neat to do a Turkey or China build where they import and process recyclables and exporting steel or household appliances respectively.
