Cargo docks are not currently reversable. The ships are symmetrical and can dock on either side, so it would make sense that the dock should be reversable.
This would allow a level of sharing between docks of critical infrastructure. Example, a bulk reserve fuel tank between two docks or a processing facility that sources from two adjacent docks.
