Notify when a truck can't find a place to unload after x months

Trucks can fill up with cargo only for the destination to go invalid, leaving the truck with a stranded load. That truck then sits ideal potentially forever until the user makes a valid destination.
The exception of mine trucks, which often can sit for years before space opens up, there should be a notification of trucks stranded with loads they can't deliver.

This could also cover the case where the truck is waiting for a different reason, e.g., train stopped on crossing for a long time (which can happen with crossings sufficiently close to stations)

I see this happen all the time with train crossings, especially when the train happens to run out maintenance or fuel. Or better option than just a notice, is at a set interval have the vehicle make another pathing calculation that specifically looks for an alternate path available.
