Ability to limit max generator output

It would be nice to be able to limit max power on large power generator - when connected to lower mechanical power production (when maximum steam production is not reached yet and only planned, like from burning of waste), it results in rapid drop and raise in mechanical momentum. If we could set to to ie 9MW mechanical -> 7.5MW electric than it could run more smoothly in those cases.

I have worked with steam turbines my entire adult life and every one of them has an adjustable governor. Never understood why the game doesn't have one. I have NEVER found one with a flywheel to store inertial energy. I love this game but flywheels are simply ludicrous.
