Delayed alerts (or: "patient" alerts) for storages and ore sorters

If i store waste in a container (e.g. rock in an ore sorter, sulfur after exhaust scrubbing or literal waste of the waste plant), i usually set an alert "if full".
This is meant to trigger me to check the situation and take action.
In most cases, it's not a death-spiral-triggering event, as long as relief is already happening (i.e. trucks approaching the storage to take away the waste or a slow transporter working of some sudden peak load).
I suggest a new alert type "if full (>X %) WITHOUT CHANGE" so that I can ignore those cases and focus on stuff which needs my attention (e.g. because I was dumb and turned off logistics for my waste storage)
