conditional balancers

I was hoping we could have a condition on the balancers (along with 3rd, 4th priority outputs, etc) that could have a priority output while maintenance is at a certain level.

Why not always prioritize maintenance buildings?

I would love to see a priority 1-8 on the balancers instead of just a Boolean. Currently, I have to place two balancers side by side if I want one belt to have priority and a second belt to only have priority if the first belt is full.
