For a storage with an Export route and no Import route, I should be allowed to set the "trucks keep full under" value to an amount I want to be protected from truck-based export. I use this for distributing Diesel to places I don't have pipelines yet. It lets me keep a buffer in the storage for the pipeline(s) that ARE connected
This currently behaves MOSTLY as I'd expect (buffer is reserved in source, trucks export along designated Export routes), but puts up a persistent alert that the storage has an invalid route assigned. This should be integrated as a supported feature, and not trigger an alert.
